In order to implement the spirit of the "Decision of the Central Committee of the Communist Party of China and The State Council on Optimizing Fertility Policy and Promoting Long-term Balanced Population Development" and implement positive fertility support measures, Shandong Provincial Medical Security Bureau recently issued the "Notice of Shandong Provincial Medical Security Bureau on Printing and Distributing Pricing and Medical Insurance Payment Policies for Some Medical Services" (hereinafter referred to as the "Notice"). The notice announced 12 assisted reproductive medical service projects, including egg retrieval, embryo culture and embryo transfer, of which 11 projects are newly covered by medical insurance, effective from April 1, 2024. Therapeutic assisted reproduction fees are limited to outpatient payment, and the payment treatment is implemented according to the outpatient chronic disease policy of each coordinating area.
The notice of Jinan Medical Security Bureau requires that the "infertility outpatient assisted reproductive technology treatment" be included in the scope of Jinan outpatient chronic diseases, in accordance with class II disease management, the identification standard is implemented in accordance with the provincial unified standard, and the proportion of personal self-payment is 20%. The number of payments per person per project is limited to 2 times. Other related consumables, drugs and medical services during assisted reproductive technology treatment shall be implemented in accordance with the relevant provisions of basic medical insurance. The annual maximum payment limit of the basic medical insurance fund for employees is set at 15,000 yuan, and the annual maximum payment limit of the basic medical insurance fund for residents is set at 5,000 yuan. According to the operation of the Fund, the maximum payment limit will be adjusted in due course.
